This evidence review was prepared to support the production of the Scottish Government's Equality Outcomes, with regard to ethnicity.

(a) The proportional increase in the number of Gypsy/Traveller pupils is much smaller than the decrease in the number of pupils whose ethnicities were not known/ not disclosed, and the categories used to record ethnicity were changed in 2011 which may have impacted on the consistency of the data.
(b) The High Level Summary of Equality Statistics does not define "special schools", but Scottish Office Education Department (1994) Effective Provision for Special Educational Needs (http://www.scotland.gov.uk/Resource/Doc/158117/0042777.pdf) contrasts them to mainstream schools for meeting special educational needs.
