Our response to the final report by the Independent Expert Group for the Unlocking the Value of Data programme. The aim of the programme is to unlock the value of Scotland’s public sector personal data in secure, ethical and transparent ways, to realise public benefit.

The Group’s Remit

The Independent Expert Group’s remit[2] was to provide strategic guidance and oversight to the programme during its foundational phase. The group was tasked by Ministers with engaging practitioners, industry representatives and the public to develop a set of principles and a policy statement to support confident, ethical and publicly-trusted decision-making in this area.

The group’s final report[3] was published on 31 August 2023. In addition, the Scottish Government commissioned three literature reviews on the following topics:
