A response to the independent review of mental health, capacity and adult support and protection legislation, chaired by Lord John Scott KC.
A Programme for Reform
Since the publication of the Review, the Scottish Government has considered the SMHLR proposals in detail. Our internal analysis has looked at factors, including: how far the proposed reforms will support alignment with international human rights standards; the potential contribution to our National Outcomes and public sector equality duties; the rationale and strength of evidence base provided for specific policy options and resource required to implement. This analysis, together with our early engagement with stakeholders, has informed our approach. There is also further work to do to better understand how we can best deliver the transformation needed, and the pace of change.
