Enforcement, sanction and monitoring

In the Adaptation Plan, the Scottish Government has committed to the following monitoring measures:

  • We will report on the objectives annually to the Scottish Parliament and longer-term outcomes at the start and end of the plan.
  • Through the Adaptation Plan’s new monitoring framework, we will provide significantly better data to maximise the value of these assessments.
  • We will select indicators for adaptation objectives where the data is relevant, available and likely to show changes on an annual timescale.
  • We will still publish a monitoring framework even if it does not adequately monitor all adaptation objectives and outcomes at the outset.

Implementation and delivery plan

Publication of the final the Adaptation Plan is scheduled for September 2024 after which the plan will be delivered over the duration of five years. At the completion of the five year delivery period, a new Scottish National Adaptation Plan will be published.

Summary and recommendation

The review of the Adaptation Plan indicates significant undertake in research, engagement, and consultation between government, local government, partners, businesses and individuals. This will require a defined scope to help ensure all research and engagement is focused.

Declaration and publication

I have read the partial Business and Regulatory Impact Assessment and I am satisfied that, given the available evidence, it represents a reasonable view of the likely costs, benefits and impact of the leading options. I am satisfied that business impact has been assessed with the support of businesses in Scotland.
