Scottish Peace Programme: request for proposals.

This is a request for proposals for a supplier to support the delivery of the Scottish Peace Programme, including establishment of a Scottish Peace Platform and the 1325 Women in Conflict Fellowships. The closing date for applications is 26 July 2024.


I. Grant Management and Value

The SG International Development Team programme manager for this Grant will be responsible for scrutinising reports, including financial reports, organising review meetings and day-to-day contact with the successful grant holder. The programme manager will also be responsible for monitoring and evaluation, and ensuring compliance with the grant conditions as part of that.

The overall Grant available will be up to £400k for both strands (inclusive of management fees & any VAT) for an initial period of three years. The overall grant value may be adjusted through decisions reached by Scottish Ministers in the Annual Budget Act, and this is detailed in SG Grant Letters (Annex C). The grant holder is responsible for ensuring management and payment of any applicable VAT in line with relevant legislation and guidelines. SG policy for these type of IDF programmes is to pay by 2 grant instalments each financial year, with the first grant payment for that year being paid in advance, and the remainder payable once the Grant Manager for this programme is satisfied with the progress being made against objectives and that the project is keeping to the agreed budget. Following a standard conditional grant offer being issued, we require formal, six-monthly progress reports in addition to regular routine monitoring to ensure adherence to the conditions of the Grant letter.

Administration or management fees will be included within the overall grant, and must cover liability for all costs including for example staff costs, attendance at meetings, equipment, access to data, travel and subsistence, overheads and communications costs.
