Scottish Rural Development Programme 2014-2020: Evaluation of Capital Grant Schemes – Main Report

This report presents findings from an independent evaluation of three capital grant schemes funded through the Scottish Rural Development Programme (SRDP) 2014-2020.

Footnotes

This reporting requirement is defined as: Change in output per Annual Work Unit in Rural Development Programme supported projects. It is intended to determine how the grant has impacted business productivity.

Some data are not held electronically so this estimation is based on incomplete figures and is SG best estimate based on readily available data.

Area offices and SG did not keep details of the number of extensions requested.

‘Application type’ determines the grant rate as set out in the scheme guidance.

Some data are not held electronically so this estimation is based on incomplete figures and is SG best estimate based on readily available data.

Support for Common Grazings Committees through CAGS wasprogrammed under Measure 16 (Cooperation) and not Measure 4 (Investments in physical assets).

Within the survey some impact questions received slightly less than 90 responses. These have been therefore scaled up to 90 to ensure consistency with the total number of responses received to the impact section of the survey. This ensures a like-for-like comparison.

FTE refers to a unit indicating the workload of an employed person in a way that makes workloads comparable across various contexts i.e. 2 part-time workers would be equivalent to 1.0.

This figure is an estimation based on rounded proportions, and as some application data are not held electronically, it is based on incomplete data.

Converted as per notes earlier. FT = 1 FTE, PT = 0.5 FTE and casual/seasonal = 0.3 FTE.

We have excluded to the value of running costs given the sensitivity of these to external factors outside the control of the grant support.

CAGS = 3,759, SFGS = 59, NECGS = 850, Total = 4,668. Overall 8.92% of Target. Remaining 591 holdings were supported as a result of project approved under the 2007-2013 Programme. Would not be possible to get data to help populate the Result Indicator/Change in output per Annual Work Unit for these legacy projects so the figures based on the these three schemes will be used.
