Setting the Table Guidance: Business and Regulatory Impact Assessment

The BRIA aims to help to assess the likely costs, benefits and risks of any proposed primary or secondary legislation, voluntary regulation, codes of practice, policy changes or guidance that may have an impact on the public, private or third sector in connection with publication of updated STT .


Summary and Recommendation

Regarding funded ELC, the update to Setting the Table will not, in itself, include any changes to existing policy, or set out any changes to current expectations on providers, as part of the Scottish Government’s expansion to 1,140 funded hours of ELC, which already includes the provision of a free meal as part of the ELC day (in line with Quality Criteria 10 of the National Standard). A review of the findings gathered through the framing stage of this BRIA indicates that there are no expected costs (further to those already identified and resolved, as above), associated with the changes made to the Setting the Table that may have an impact on the public, private or third sector (including both funded and paid for ELC). Therefore a light touch BRIA has been conducted.
