Official notice to complete the Sheep and Goat Annual Inventory

Background

Under regulation 24 of The Sheep and Goats (Records, Identification and Movement) (Scotland) Order 2009 (“the Order”), a keeper who keeps any animal of the ovine or caprine species permanently must make an annual inventory of the number of animals on that keeper’s holding within 30 days of a date specified by the Scottish Ministers. That is for the purposes of Article 7(2) of Council Regulation (EC) No. 21/2004 establishing a system for the identification and registration of ovine and caprine animals (“the Council Regulation”) ( ). Under regulation 25 of the Order, the information relating to the annual inventory required for the purposes of Article 7(2) of the Council Regulation must be provided by the keeper of the animal to the Scottish Ministers, in such manner and form as the Scottish Ministers may specify, within 30 days. 

Specification of the date for annual inventory, and manner and form of supply of information

The Scottish Ministers specify the date, within 30 days of which the annual inventory must be made, in accordance with regulation 24 of the Order, as 1 December 2024. The Scottish Ministers specify that the manner and form in which the information is to be supplied is online.

Keeper requirements

All keepers of animals of the ovine or caprine species (referred to as ‘sheep and goats’ from herein) must provide Scottish Ministers with the total number of animals which they keep via the survey.

Where a keeper has both sheep and goats, the inventory will require this ‘total’ to be split to enable a return for each species i.e. ‘Total number of sheep/Total number of Goats’ on each holding used by a keeper.

The inventory will be open from 1 December 2024 and closes at midnight on 30 January 2025.

Keepers will be required to self-register online and provide the required inventory details. An active email address will be required in order for the system to return to you, a receipt based on the information provided. The system will allow keepers to login to correct any incorrect information, and another receipt will be sent.

Failure to make an annual inventory within 30 days of 1 December 2024, a failure to supply the inventory in the manner and form specified within 30 days of making the inventory, or furnishing information which that person knows to be false or misleading may be an offence under section 73 of the Animal Health Act 1981, liable on summary conviction to imprisonment for a term not exceeding six months or to a fine not exceeding level 5 on the standard scale or to both.
