An update on the implementation of short-term let licensing.
4. How we have gathered information about implementation
The Scottish Government has gathered quantitative and qualitative information from a number of different sources to inform this update to Parliament. This includes:
- ministerial and Scottish Government officials’ engagement with stakeholder groups since October 2022, such as the Industry Advisory Group[3] facilitated by VisitScotland, the Society of Local Authority Law Officers and Administrators in Scotland (SOLAR)[4], the Short-Term Lets Forum hosted by the Scotland's Housing Network, attended by licensing authorities;
- ministerial and Scottish Government officials’ engagement with individual stakeholders since October 2022, such as licensing authorities, COSLA[5], the Short Term Accommodation Association[6], Community Land Scotland[7], the Association of Scotland’s Self-Caterers[8], the Scottish Tourism Alliance[9], Living Rent[10], the Cockburn Association[11], the Fringe Society[12] and Festivals Edinburgh[13], the Scottish Bed and Breakfast Association[14], Homelink[15], Home Exchange[16], PLACE[17], Scottish Fire and Rescue Service, Police Scotland and the Scottish Federation of Housing Associations[18]; and Scottish Local Authorities Economic Development Group (SLAED)[19];
- correspondence to ministers and officials from short-term let hosts and operators, as well as other stakeholders such as tourism trade bodies, letting and property agents, community groups and individuals;
- official statistics about the number and processing of short-term let licensing applications;
- other sources of data about the short-term let sector; and
- media publications.
