Conclusion

Scotland has introduced strong, aspirational and rights-based legislation and guidance to ensure brothers and sisters with care experience stay together and connected. The context for their initial implementation has been, and continues to be, challenging for a wide variety of reasons.

Further concerted, ongoing implementation support is required, as well as ensuring that the workforce is resourced to have sufficient numbers of skilled practitioners with time to listen and work with the children and young people and crucial to this is the Scottish Government's leadership and prioritisation of this important agenda.

Through the work of STAC, tangible progress across a range of key areas outlined in this summary has been made. Priority areas for immediate, medium and longer term action are identified, in order that the aspirations of the legislation and guidance can be met for all brothers and sisters, and these should be kept under review.
