Cladding Remediation Programme: Single Building Assessment specification

Sets out the methodology for the proper carrying out of a Single Building Assessment (SBA). This forms part of the standards specified in Section 25(1)(c) of the Housing (Cladding Remediation) (Scotland) Bill and for the carrying out of an Additional Work Assessment (AWA) as specified by Section 26A of the Bill.


Appendix A. Example SBA Report Template

The following outlines a suggested layout of an SBA report and it is provided as guidance and while it does not have to be adhered to in full, its uses is recommended.

3. Fire Risk Appraisal External Wall (Use Section 15 Of PAS9980 For Guidance)

3.1 Introduction

  • Scope of assessment
  • Limitations of the assessment
  • Methodology to be utilised (explanation of PAS 9980)

3.2 Fire Risk Assessment of External Walls (PAS9980 Five Step Approach To Assessment)

  • Step One – Confirmation An FRAEW Is Required
  • Step Two – Gather All Information To Complete FRAEW
    • List of information gathered by the assessor.
    • Site inspection overview (Each type of EWS with descriptions, photographic evidence of any intrusive works, location of typologies shown, any other relevant information relating to the as built external wall construction).
  • Step Three – Identify and Group Risk Factors
    • Description of the three categories of risk factors that are considered in Annex K, Annex N and Annex F of PAS 9980.
    • Provide in detail the risk factor of each ‘Fire Risk Performance Factors’ of Annex K, Annex N and Annex F for each EWS present. This should include all ‘Fire Risk Performance Factors’ detailed in the three aforementioned Annexes.
  • Step Four – Determine Contribution to Overall Risk
    • This section should summarise the findings of Step Three and set the findings against the benchmark criteria set out in PAS 9980.
    • Summary of whether each EWS present achieves a ‘Fail’ or ‘Pass’ against each Benchmark with a clear explanation of how this has been determined.
  • Step Five – Apply and Overlay Risk Factors
    • This section will focus on determining the final risk of each EWS based on the ‘risk scale’ discussed in PAS 9980. A clear and concise determination of the outcome should be provided with a final risk of either ‘High’, ‘Medium’ or ‘Low’. If a ‘Medium’ risk is the outcome then further detail is required to determine whether the risk is then ‘Tolerable’ and no remediation work is required or ‘Intolerable’ with remediation work needed.

5. Summary and Next Steps

5.1 Holistic Building Risk Posed to Human Life

  • This section will be a summary of the two assessments, leading to a final holistic building outcome that details the current risk posed to human life (directly or indirectly) from the EWS. This considers both the findings from the FRAEW and if any risk detailed in the FRA will contribute to risk of human life.

5.2 Remediation Recommendations

  • A summary of the remediation works proposed (if any) in both the FRAEW and FRA will be detailed here, with the responsibility of who has to rectify the issues shown, using the forms in Appendix H.
  • If any required UIM are proposed then these will also be detailed in this section.

6.0 Update Following Remedial Actions (Not always required)

  • If remedial action is required then the SBA will need to be updated following this process to confirm that the remedial action has taken place and the risk of human life posed by the EWS is now at a tolerable level.
