13. Consumer assessment

  • Does the policy affect the quality, availability or price of any goods or services in a market?

The policy will directly increase the price of goods available on the market (depending on the extent that a business chooses to pass on the cost) but not availability or quality. There may be indirect impacts on availability or quality as a result of the price increase and these will be included in the final BRIA. The effects on demand from the price increase may alter the availability of single-use disposable beverage cups if they become less popular and/or less socially acceptable. The final policy decisions are still to be determined therefore the impact of this on revenue gain for suppliers is not yet known. This will be addressed in the final BRIA.

  • Does the policy affect the essential services market, such as energy or water?
