18. Implementation and delivery plan
- How will the proposal be implemented and in what timescale?
The Scottish Government will set out a timetable for implementation and will work closely with businesses involved in the manufacture, import, trade, and sale of single-use disposable beverage cups. This includes exploring opportunities such as providing reusable takeaway alternatives, returnable cup loan scheme for reusable cups, and sit-in consumption.
The Scottish Government has indicated its intention to implement the charge by 2025. This means regulations to require the charge to be levied by suppliers will be made by the end of 2025. Scottish Government will engage with stakeholders throughout this process to determine a suitable date for regulations to come into force.
Many businesses will already be aware of the proposed charge via sector engagement with the Single-Use Cups Advisory Group brought together by the Scottish Government as noted earlier. The group has provided advice and expertise on development of a minimum charge for single-use disposable beverage cups in Scotland.
- Post-implementation Review: When and how will a review of whether the legislation is still fit for purpose take place?
The final BRIA, informed by the consultation process and engagement events will draw upon a wider evidence base in order to identify measures. A strategy for monitoring and evaluation will be devised, based on this information. This will include details of when the monitoring and evaluation will take place and who will be responsible for undertaking it.
