Single-Use Disposable Beverage Cups Charge: Partial Business and Regulatory Impact Assessment

A partial Business and Regulatory Impact Assessment, to support the consultation on the proposed implementation of charging for single-use disposable beverage cups in Scotland.

7. Sectors and groups affected

A charge on single-use disposable beverage cups has the potential to impact upon all those in Scotland who purchases a hot or cold beverage. The proposed charge is intended to apply across Scotland and does not specifically target particular groups, geographical locations or sections of society.

The following sectors and groups will be directly or indirectly impacted by the implementation of the charge on single-use disposable beverage cups:

  • Producers and importers of single-use disposable beverage cups;
  • Retailers and wholesalers of single-use disposable beverage cups;
  • Hospitality (including pubs, clubs, bars, hotels, restaurants, cafes, and others);
  • Consumers of single-use disposable beverage cups;
  • Healthcare sector;
  • Public sector (local authorities and Scottish Government);
  • Third sector;
  • Waste management sector; and
  • Educational settings (schools, colleges and universities).

At this stage it is not apparent to what extent different sectors and groups would be impacted. The results from the public consultation process will be used to inform our understanding in this area.
