Skills delivery independent review: terms of reference
Proposed terms for the independent review of the skills delivery landscape, focusing chiefly on the functions and remit of Skills Development Scotland.
Accountability, governance and support
The Advisor:
- is independent and is individually accountable to the Scottish Ministers for their actions and decisions
- will be supported by a small team of Scottish Government officials (the Secretariat) based within the Fair Work, Employability and Skills Directorate.
The content of the Review report and any conclusions and recommendations are matters for the Advisor, with support of the Secretariat, to determine without intervention from Scottish Ministers.
Advice will be provided directly to Scottish Ministers and the final report will be published by the Scottish Government.
