Approval of minutes from the last meeting

An action is what will happen.
Action: The panel agreed the minutes from the January meeting and they will be published on the IRISR website.
Actions from the last meeting

- the secretariat organised a meeting about Personal Assistants
The Vice Chair, panel members and other colleagues came to the meeting.

- the secretariat has sent invitations to all panel members to come to the networking lunch before the next panel meeting on 14 March
Networking is a chance to meet and talk to other people.

- the secretariat explained that work about payment for panel members with lived experience is still happening
Panel discussion – Theme 3: How should inspection scrutiny and regulation be carried out?

Expertise is when someone knows a lot about something.
Inspected and scrutinised both mean checked and looked at very closely.
Regulation is when rules are made about something.
The panel agreed there should be a greater mix of people involved including:

- people with experience of social care support
- staff who give social care support

The panel discussed how to complain about social care services.
The panel agreed it is important that the organisations who make the rules for social care services must work in a positive and supportive way.

They must support people who use social care services and their families.
The panel talked about:

- if there should be one organisation that does inspections
- expert knowledge – a person who knows a lot about a subject
- what social care services need
- how standards will be used
Standards explain what level of quality people should expect from a service
The panel agreed that:

- improvement should focus on outcomes for supported people
Outcomes are what a person wants to see happen – this means different things for each person.

- a social care system that is always improving – getting better – will be good for people who use social care support services and the workforce

The panel talked about the rules and ways of doing inspection we have just now.

The panel talked about:
- duplication – making sure things are not done more than once
- resources – staff, time and money
- feedback – finding out what people think
- self-evaluation – checking your own way of working
Is there anything else we need to talk about?

The Vice Chair said the networking lunch event on 14 March will be a good chance for the two panels to come together.
He asked panel members to reply to the invitation before the end of the week.

The next panel meeting will be on 14 March from 2pm to 4pm at COSLA - 19 Haymarket Yards, Edinburgh EH12 5BH and on Teams.
