Practitioner and Stakeholder Panel Meeting - Minutes of meeting
A practitioner is a member of staff.
A stakeholder is someone from an organisation or group that supports our work.
Who was at the meeting?
Stuart Currie - Chair of the Meeting and Vice Chair of the Independent Review of Inspection, Scrutiny and Regulation of Social Care in Scotland (IRISR).
In the rest of this document this will be called ‘the review’.

Approval of minutes from the last meeting
An action is what will happen.
Action: The Panel agreed the minutes from the December meeting and they will be published on the IRISR website.

The secretariat has sent invitations for future Panel meetings to Panel members as calendar invites
- The secretariat has followed up on a request for a separate meeting made by CELCIS

Following feedback from Panel members the call for evidence consultation will end on 13 January 2023

The secretariat gave an answer to the question about the Data Protection Impact Assessment.
Update on stakeholder engagement
Stakeholders are people and organisations who support our work.
Engagement is when we communicate with people or have events to find out what they think about things.
A member of the secretariat said the stakeholder engagement had finished.
People were pleased that it lasted longer.
The information that people told us will now be analysed – checked very carefully to understand it better.
This will be finished on time.
Panel members agreed having more time for the call for evidence had been helpful.
The call for evidence was a way of asking people for their ideas and what they thought.
The Panel talked about the call for evidence questions.
There were different ways for people to give their ideas and say what they thought.
This meant we got information from a wide range of people.
Panel discussion – Theme 2: What needs to be inspected, scrutinised and regulated?
The Panel talked about theme 2 with Panel members sharing their experience and knowledge.
The Chair suggested a separate meeting about Self Directed Support Option 1.
Action: the secretariat will set up a meeting with Panel members.
The Panel talked about the final report.
The Vice Chair said that any recommendations from the IRISR would be made by the Chair, Dame Sue Bruce.
A recommendation is what we think should happen.
Is there anything else we need to talk about?
The Vice Chair suggested a networking lunch before the meeting on 14 March.
This would be a chance for the Practitioner and Stakeholder Panel to meet the Independent Review Panel.
Panel members thought this was a good idea.
Action: the secretariat will set up the event for 14 March 2023.
A Panel member asked for information about the payment for Panel members with lived experience.
A member of the secretariat said sorry that this had not happened but it would be done very soon.
Date of next meeting
The next Panel meeting will be on 21 February from 10am to 12pm online on Teams.
