Social enterprise - Driving a Wellbeing Economy for Scotland: action plan 2024-2026

This social enterprise action plan forms part of our long-term commitment to realising the full potential of social enterprise as described in the 10 year social enterprise strategy.

Social Enterprise Scotland is an independent, membership- led organisation and is the voice of social enterprise in Scotland. Social Enterprise Scotland were asked by the Scottish Government to take the lead in co-ordinating this Action Plan, ensuring that the voice of the social enterprise ecosystem in Scotland was fully involved in setting the future direction of travel for the sector.

Between September 2023 and January 2024, Social Enterprise Scotland hosted a series of consultation events with over 200 organisations participating. These sessions gathered insights and expertise from diverse stakeholders, including social enterprises, Social Enterprise Networks, Third Sector Interfaces, Social Enterprise Action Plan delivery partners, public sector partners and academics. They also carried out an extensive survey and used the 2023 Social Enterprise Policy and Practice Conference to test what was being heard from participants. The primary goal of the consultation was to shape this final action plan, with a focus on building upon and enhancing the existing support ecosystem.

This Action Plan uses the feedback from the consultation, together with wider Scottish Government objectives integrated through a co-production process, to set out 17 key actions that will help the continued growth of the social enterprise sector in Scotland.

As we seek to deliver the ambitions set out in this Action Plan it is vital that we continue to work in partnership with our social enterprise delivery partners. This commitment to co-production is set out in our guiding principles which can be found in full at Annex A.
