Biodiversity - strategic framework: consultation analysis
A summary and analysis of responses received to our public consultation on Scotland’s strategic framework for biodiversity 'Tackling the nature emergency', which ran from September to December 2023.
Response
Between 7th September and 14th December 2023, the consultation received 654 responses. The respondents to the consultation represent a broad range of individuals and stakeholders with an interest in a range of aspects of the framework. Overall, 474 or 72 per cent were responses from individuals and 180 or 28 per cent were from organisations, including representatives from the public, private and third sectors (as set out in Table 1.1 below).

Whilst this information gives us an indication of who responded to the consultation, it is possible that stakeholders are missing from this list due to missing or incomplete information submitted within consultation responses, including those submitted online and via email. A detailed list of these organisations, along with their respective types, is available in Annexe 1. A full summary of these quantitative counts can be found in Annexe 2.
Campaign Responses
There was evidence of campaign responses to specific issues or sections within the framework. Analysis suggests that at least 250 responses were part of a coordinated campaign, sharing similarities with other submissions. These account for 53 per cent of individual responses (250/473) or 38 per cent of all responses (250/654). These included a campaign from the Scottish Wildlife Trust in which respondents provided agreement with four statements, from which there were 233 responses. A campaign from the Scottish Rewilding Alliance also generated 14 responses.
