About this consultation

This technical public consultation covers Scotland only. Lodgement fees and penalty charge notices connected with other parts of the United Kingdom are associated with their respective governments.

This consultation is open to everyone. We want to hear most from those who will be directly impacted by the proposals. This includes, but is not limited to, members of the public, EPC assessors, Approved Organisations, and enforcement officers, as well as non-governmental organisations with an interest in EPC Reform.

This is a consultation on potential changes to the level of EPC lodgement fees charged in Scotland, as well as the level of penalty charge notices associated with EPC enforcement. It follows publication in January 2025 of the Scottish Government Response to our 2023 consultation on EPC Reform, which confirmed that we will introduce new EPC regulations in 2025 and bring them into force in 2026. This technical consultation will form the final consultation on changes to the EPC regulatory regime, ahead of laying those new regulations.

Duration

This consultation will be open from 12 February 2025 to 28 March 2025. While this is a condensed timeframe, this is a focused, technical consultation. Furthermore, this is the third of three consultations on EPC Reform: representing the final step in a longer-term engagement process.
