The Independent Review of Adult Disability Payment has started.
This review is looking at how well Adult Disability Payment has worked since it was launched in 2022.
The review will make recommendations on how Adult Disability Payment can improve.
The independent review of Adult Disability Payment will look at research and examples of how the system works.
The review will use that information to make recommendations on how to ensure Adult Disability Payment continues to work for disabled people.
The recommendations the review will make will use a human rights-based approach.
The review is separate from the Scottish Government. It is being run by a Chair called Edel Harris.
She is responsible for conducting the review in an inclusive way.
The Scottish Government is responsible for making sure the review has enough resources to do its job.
The independent review of Adult Disability Payment will make recommendations about:
The rules about who can get Adult Disability Payment, and how those rules work for people whose conditions change a lot.
What it’s like to apply for Adult Disability Payment, including:
- What it’s like to have someone ask you for more information as part of applying for Adult Disability Payment.
- What it’s like to challenge a decision if you think the decision you get is wrong.
Whether the people who ask you for more information on your application have enough guidance to make decisions in ways that respect your human rights.
The independent review of Adult Disability Payment will not make recommendations about:
What Adult Disability Payment is for and if the payments are enough to live on.
Changes to other benefits, like Child Disability Payment or Pension Age Disability Payment.
Other kinds of mobility support like grants for mobility equipment like scooters or cars.
Having someone different to Social Security Scotland deliver Adult Disability Payment.
The Chair will give a report by July 2025. The report will be published so everyone can read it.
The report will have recommendations on how Adult Disability Payment could work better for disabled people.
The Scottish Government will respond to the report by January 2026. They will think about each recommendation the Chair makes.
