Island Community Impact Assessment (ICIA) for the Tertiary Education and Training (Funding and Governance) Bill
Consultation
The Scottish Government conducted a public consultation[6] between 25 June and 20 September 2024. The consultation sought views on proposals to change what public bodies do in the post-school system in order to simplify responsibilities for apprenticeships and student support. In total, 194 consultation responses were received and analysed. This consisted of 133 responses from organisations and 61 from individuals.
The SFC and SDS responded to this consultation. Other stakeholders, and organisations representing stakeholders who will be impacted indirectly, also had an opportunity to engage with the consultation. These include:
- Colleges and higher education institutions (including universities)
- Local authorities
- Training providers
- Learners
- Educators
- Trade unions
- Employers.
Five responses were received from island based organisations, or organisations operating in the islands as part of their focus on the wider Highlands and Islands area.
Key themes as they relate to island communities were as follows:
- A requirement for better data and analysis to inform funding and provision.
- Concern that any delay or complication resulting from reform, affecting how the post-school skills and education system responds to the opportunity of the just transition and delivery of renewable energy projects, could be detrimental to the region’s economy.
- There are gaps in provision, particularly in the rural and island context where it can be difficult for people to access quality and consistent skills development.
- The SFC should include members representing the Highlands and Islands on its Council (commonly referred to as the SFC Board).
Overall, evidence from the consultation specifically related to island communities did not indicate impact on and between island communities that is significantly different to that on other communities.
