There are no records of internal Scottish Government discussions on the treatment of Renewables Obligation Certificates (ROCs) in the annual Government Expenditure and Revenue Scotland (GERS) publication since 1 January 2019. There have been no changes in the methodology used in GERS and we get the data directly from the Office for National Statistics (ONS).
