We sought views on draft planning guidance for the effective community engagement in local development planning in summer 2023. This report summarises the actions taken to address, within the finalised guidance, the key themes emerging from the consultation responses.

We asked for views on draft guidance about levels of engagement that could be used in preparing local development plans. The Planning (Scotland) Act 1997 enables Ministers to prepare the guidance. When issued to planning authorities they are to have regard to it. This guidance is part of measures introduced by the Planning (Scotland) Act 2019 to put community voices at the heart of the planning system in Scotland. The guidance can be read alongside the published Local Development Planning Guidance, which sets out much of the detail of the Scottish Ministers' expectations for implementing Local Development Plans.
We also asked for views on a range of partial impact assessments that had informed the draft guidance and were published for consultation alongside it.
Public engagement on the consultation draft guidance ran for 16 weeks between 24 May 2023 and 13 September 2023.
