Many people rent their homes from a private landlord. We are working to make sure that the sector is regulated, accommodation reaches an acceptable standard, tenancies are secure and the rights of landlords and tenants are understood.
Actions
To improve standards across the private rented sector we have:
- introduced the private residential tenancy to bring greater security for tenants, balanced with appropriate safeguards for landlords
- regulated the sector by requiring letting agents and landlords to register, and houses in multiple occupation to be licensed
- provided support with dispute resolution
- allowed councils to apply to set rent pressure zones
- set a repairing standard to ensure properties meets a minimum physical standard
- made it a legal duty to pay any deposit into an approved tenancy deposit scheme

The strategy aims to improve and grow the sector for both tenants and landlords by enabling a more effective regulatory system, introducing tougher enforcement action and attracting new investment.
